There are many reports out there about how slow some real estate markets are, but it sure doesn't seem that way here in Southern Oregon! Some of the things I'm hearing from buyers this week are:

We've been receiving warnings that the Oregon Bond Loan funds were running out, with insufficient interest by investors to purchase the bonds that fund this program. The time has come - funds are gone! Until more bonds have been sold to re-fund the Oregon Bond Loan, first time home buyers in Oregon will not have this tool available to them. This only effects those buyers who have not already reserved their Oregon Bond Loan funds.

I heard some great news today about a local non-profit that is benefiting from our current economy. Tablerock Fellowship in Medford Oregon has been working on expanding the capacity of their Food Pantry to meet the community's growing needs. The number of people being served has jumped from 600 to over 2,200 per month in only a few months.

At the Rotary Club of Ashland's weekly meeting, the speaker who packed the house was Tom Potiowsky, Oregon State Economist. The news Mr. Potiowsky relayed was not much of a surprise to anyone - we all know our local economy like our local real estate market has been a bit bleak. There are a TON of changes coming  through the latest stimulus packages. I think eligible buyers just were given a Government Funded Down Payment Assistance Program with this $8,000 tax credit if it is funded through the Mortgage Revenue Bond programs in the individual States, like Oregon Bond Loan for us. The other Purchase Assistance Loan, Down Payment Assistance Programs, Seller Funded Down Payment Assistance programs have all gone by the wayside, now here comes Uncle Sam with their own version?

karen cooper: Going, Going, Gone Soon - Oregon Bond Loan Funds Almost Depleted - 03/05/09 11:51 PM
Notice has gone out that based on current demand levels, the Oregon Bond Loan will likely be out of funds sometime in April 2009. Due to the upheaval in the bond market, there is no set time frame for when this program will be re-funded, as the sale of the mortgage revenue bonds that provide this funding have not been doing any better than the sale of bonds funding "market rate" mortgages. So, although first time home buyers in Oreogon received a blessing with the $8,000 tax credit, a tool is being taken away from our chest right behind it.

Although the Making Home Affordable Program is to be made available to struggling homeowners today, and official announcement went out today from the Federal Housing Finance Agency, the banks and mortgage companies have not yet figured out the details of the Home Affordable Modification or Home Affordable Refinance programs. A call made to Countrywide Home Loans today to inquire about Note Modification through the "Making Home Affordable" program resulted in being directed to call back at the end of March. If you qualified for the tax credit as approved in the American Recovery and Reinvestment Act of 2009 - i.e. you are a first time homebuyer (haven't owned a home in the past 3 years), your income does not exceed $75,000 for a single filer or $150,000 for a joint filer, and you purchase a home before December 1, 2009 you will be eligible to a tax credit of up to $8,000 or 10% of your purchase price, whichever is less.

Jackson County Oregon is deemed to be a "high cost area", and so has had the loan limit raised back to what it was just last year...$422,500. Translated in to laymen's terms?
