Coral Springs Landlord Registration Program

All property owners in Coral Springs Florida who currently rent their home, condo, apartment, etc., are first required by the city to register as a business. If the owner lives outside of the Tri-County area they are also required to give the name of a local property manager, or someone else who is local, to the city as a first point of contact in case the city needs to communicate with the landlord or their designated representative. Where did this landlord registration idea come from? Do other Florida cities do this as well?
