These are not friends of mine, but we met at a party, they are nice intelligent people, he has PhD, travels around the world on business, doing research, and she is a nurse.
They had trouble with their son, he is what is called "challenged". In one of his trips back to Russia he fell in love with a woman, then was between here and there, lived in Russia for some time, and finally brought her here.
All paperwork was done. The father submitted the required forms, guaranteeing support, and that the person will not end up being public burden. When his son and his wife came, she got pregnant, went to the hospital, and, long story short, was referred to social services and ... got that very public assistance, and other things that were supposedly the obligation of the family. She did not lie to the Social Services, she told them what her situation and status were, and they signed her up in a heartbeat.
As I tried to say a few times before, the system is broken. The family did not play games, did not try to pretend that they can't support her, no. They did not need to. You see, it is very simple. One goverment organization, which deals with allowing people in, makes sure that they are not public burden. It is not piece of cake to qualify. However, when you are in, you are dealing with another goverment structure, and those two do not talk to each other.
So, one is letting people in and is making sure that they are provided the support by somebody and not by the public for 5 years, I believe, and the other makes sure that they get everything they need right away.
