 FHA 203k Streamline Rehab loans are a great way to purchase a property and revitalize your community.  FHA has made the rehabilitation process easier for buyers by enabling them to finance the acquistion of the property and rehabilitation in just one transaction.  There is no need for second mortgages or expensive bridge loans.  The FHA 203k Streamline loan is the right loan if you are looking to purchase a home that needs a little upgrading or minor repairs.

   The FHA 203k Streamline rehab loan works similiar to a regular FHA loan in terms of qualifying.  A buyer must have good credit and documentable income.  A 3.50% down payment is all that is required.  It is a good idea to prequalify for the FHA 203k loan before you spend money on such things as an appraisal or home inspection.    A buyer on a Streamline FHA 203k rehab loan may get up to $35,000 towards eligible repairs.  In order to receive the FHA 203k rehab funds a FHA licensed appraiser must do an appraisal that validates the property's value after the repairs are made.  For instance, if you planned on purchasing a home for $200,000 and make $25,000 in repairs then it must appraise for $225,000.  Eligible properties are single families, pud's, FHA approved condos, and 2-4 unit dwellings as long as one unit is owner occupied.  REO's, foreclosures and short sale purchases are permitted as well.

  Eligible improvements must be permanent and add value to the property. Keep in mind that FHA 203k rehab loans are for minor remodels and are not for structural improvements.  An upgrade of a bedroom or bathroom can be done on a FHA 203k Rehab loan.  You may finish exterior decks, basements, attics, roofs, new siding and fences.  FHA 203k rehab loans also allow for safety upgrades to HVAC systems, plumbing, electrical, flooring and appliances.  Weatherizing is an acceptable improvement as well, such as adding storm windows.   Ineligible improvements are anything that is considered luxury items or foundation repairs. Also, ineligble are any repairs requiring plans or architectural drawings. However, FHA 203k rehab loans allow for $1,500 in improvements to existing pool and spas.

Good News for San Diego Home Buyers in 2009

San Diego Real Estate 2009 Pending Home Sales

In 2009 San Diego Home Buyers are getting on board with the program. According to the National Association of Realtors many home buyers are out buying homes. Pending home sales has increased which is a great sign for the U.S. Real Estate Market. Pending home sales are measured by the Pending Home Sales Index which is a forward looking indicator based on purchase contracts signed in December. The index for December 2008 rose 6.3% over the November 2008 reading and this is 2.1% higher than December 2007. In the west we are seeing a17.5% higher number than the same month last year.

NAR states that the Pending Home Sales Index is a leading indicator for the housing sector, based on pending sales of existing homes. A sale is listed as pending when the contract has been signed but the transaction has not closed, though the sale usually is finalized within one or two months of signing.

NAR – National Association of Realtors stated that the improved affordability conditions such as low interest rates and cheaper homes were a factor to the increase in pending sales. Another great statistic for December 2008 was that the Housing Affordability Index rose to 10.9 %. NAR stated it was the highest on record. This is a very positive trend going into 2009.

Many areas of San Diego and Chula Vista have seen a jump in pending sales in early 2009. I have also been getting many more phone calls and emails from people wanting to buy a home in 2009. If you are ready to buy a home in 2009 please give us a call.

San Diego Short Sales Gumming up the Works

The Short Sales in San Diego County are really gumming up the works. We are working with many San Diego Home Buyers and the short sales, quite frankly can really confuse buyers buying a home or condo in San Diego. I say this because most home buyers that really want to buy a home, not just looking to buy a home are confused about short sales. There can be 150 homes for sale in a said zip code and out of those 150 homes, 100 could be short sales. Out of those 100 homes that are short sales less than half San Diego Short Salesare being handled correctly by the real estate agents that have them listed for sale. Out of the 50 San Diego Short Sales that are being handled correctly only about 1/3 of them are at the point where the bank is ready to accept an offer. This usually takes anywhere from 2 to 8 months before the negotiator at the bank has finally come up with what the bank will take as an offer on the property. This is when short sales are ripe and ready to be picked.

If 100 of the homes are short sales and 50 are being handled correctly and only 1/3 of those are ready to accept an offer and not get foreclosed on, this leaves only 17 homes actually at a point that writing an offer makes sense. Out of the 50 homes that are not short sales 20 of those could be foreclosures and most of those have multiple offers on them and many investors are coming in with cash and lots of it. So let's add up how many homes are available out of the 150 that are in the MLS that are homes that can close within 45 to 60 days. My math says 17 "short sales" + 30 "regular listing" + 20 "foreclosures if a buyer has a really strong offer" = 67 homes. Now wait these are all the homes in the zip code. If a buyer is looking in the 2,300 square foot range 4 bedroom minimum under $450,000 there would only be 13 homes to write an offer on with escrow closing in a 45 - 60 day time frame.

There might be a lot of inventory in many zip codes in San Diego but with short sales buyers should stick with an agent who knows the ins and outs. A San Diego Real Estate Agent with a fine oiled machine. Not only on the selling end of a short sale but on the buying end too.

Imperial Beach in the month of October 2007 had 0 homes close escrow which is way down from 2006 in the same month which had 13 homes close escrow. The average sold price so far this year is $467,551 which is an Imperial Beach San Diego House Valuesaverage price per square foot of $356. The average sold price in 2006 from January 1 to October 31 was $551,192 which is about an $83,000 difference from one year to the next. To date there have been 45 homes in Imperial Beach that have sold compared to 85 homes this same time last year. Home prices now are at about 2005 levels and going into the holidays sales are expected to slow although some of the 11 Imperial Beach Homes that are in escrow should close before the year is over.

There are now in November a total of 72 active Imperial Beach single family detached homes on the market for sale. There are 11 homes in escrow with an average price of $439,336 and average days on market of 87 days. The highest priced home in Imperial Beach in escrow is listed at $719,000 and is 3 bedrooms, 1 bath and 1,300 square feet.
